For the City Paper's 2013 year-end double issue the theme was "What If?" and reporter Paul Bowers wrote a piece titled "What if Joe Riley had never been elected mayor?" What Paul discovered: Charleston wouldn't be so progressive. Riley not only hired the first black police chief, but local black leaders say he was a big force for completing integration. Later he led a crusade that made the Holy City a bike-friendly place. And yet for some reason, he doesn't mind if cruise ships pollute Charleston Harbor or our air.
